France keeps housing support largely intact but freezes APL benefits

France’s 2027 budget bill keeps much of the previously announced housing package, but freezes APL, the personal housing allowances. It also confirms the creation of a zero-interest loan reserved for young parents and the continuation of tax relief for social landlords.

APL are public benefits that help eligible households pay for housing. A zero-interest loan is a tool to support home purchase without interest for specific groups. Social landlords provide affordable housing and are usually linked to public housing policy.
